John the Baptist is speaking to his own disciples, who have just complained that crowds are leaving him for Jesus, who is baptizing nearby in Judea. John reminds them of what he had already said publicly: he is not the Christ, the promised Messiah, but the one sent ahead of him to prepare the way.
