Moses is speaking to Israel on the plains of Moab, setting before the people the covenant blessings and curses that will follow their entry into the promised land. Verse 16 reverses the blessing of verse 3 word for word: the city and the country, the two settings of ordinary life, become places of curse rather than blessing.
