The LORD speaks through Jeremiah to the house of Israel, the northern kingdom, which had broken covenant with him. Verse 19 recalls God's longing to welcome Israel as his own sons and daughters, and verse 20 states the charge: Israel betrayed him like a wife who betrays her husband.
